The CBAM is designed to protect European companies from global competition and prevent carbon leakage by imposing a cost on imported goods equivalent to the reduction in emissions rights. However, the mechanism does not compensate for exports, which Hirsch said was a flaw. Despite this, he said SSAB's projects in Luleå and Oxelösund were not solely based on emissions, but were also investments in better capacity and products.
